The cases of $Kaito and $Virtual show that teams willing to take action are managing market value together with liquid funds: founders publicly promoting + real product revenue and users + secondary market institutions market buy (not OTC); combining these points, good altcoins can still have a market. The question is how to value and price these altcoins? I haven't thought of a good reference yet, do any experts have suggestions?
